ABSTRACT: Water resource management in West Africa is often a complicated process due to inadequate resources, climatic extremes, and insufficient hydrological information. Insufficient data hinder sustainable watershed management practices, one of the top priorities in the Volta River Basin. This research properly fills in missing data by modeling the hydrological distribution in the Volta River Basin. On average, discharge gages across the basin are missing 20 percent of their monthly data over 20 years. Two methods were used to supplement missing data: a statistically linear model and a conceptual hydrological model. A linear equation, developed from the regression of precipitation and runoff, was used to evaluate the quality of existing data. The hydrological model separates the system into root and groundwater zones. Measured values were used to calibrate the hydrological model and to validate the statistical model. The quality of existing data was analyzed and organized for usability. Accuracy of the hydrological model was also evaluated for its effectiveness using R2 and standard error. It was found that the hydrological model was an improvement from the linear model on a monthly basis; R2 values improved by as much as 0.5 and monthly error decreased. Monthly predictions of the hydrological model were used to fill gaps of measured data sets.  相似文献

Summary In the past, the water supply and sewage services for the urban regions of developing countries have been provided, in the main, only for the more affluent areas of these cities. This paper, dealing especially with those countries with tropical monsoon climates, advocates the construction of more comprehensive systems.Experience drawn from a wide range of projects and a review of the relevant literature provokes the authors to emphasise the need for suitable manuals of appropriate technology for use in these developing countries. These manuals should provide a full set of environmental guidelines for the design of water supply and sewage/sanitation systems for use in these countries.Dr Harvey F. Soil treatment of wastewater has the potential to achieve high purification efficiency, yet the understanding and predictability of purification with respect to removal of viruses and other pathogens is limited. Research has been completed to quantify the removal of virus and bacteria through the use of microbial surrogates and conservative tracers during controlled experiments with three-dimensional pilot-scale soil treatment systems in the laboratory and during the testing of full-scale systems under field conditions. The surrogates and tracers employed included two viruses (MS-2 and PRD-1 bacteriophages), one bacterium (ice-nucleating active Pseudomonas), and one conservative tracer (bromide ion). Efforts have also been made to determine the relationship between viruses and fecal coliform bacteria in soil samples below the wastewater infiltrative surface, and the correlation between Escherichia coli concentrations measured in percolating soil solution as compared with those estimated from analyses of soil solids. The results suggest episodic breakthrough of virus and bacteria during soil treatment of wastewater and a 2 to 3 log (99-99.9%) removal of virus and near complete removal of fecal coliform bacteria during unsaturated flow through 60 to 90 cm of sandy medium. Results also suggest that the fate of fecal coliform bacteria may be indicative of that of viruses in soil media near the infiltrative surface receiving wastewater effluent. Concentrations of fecal coliform in percolating soil solution may be conservatively estimated from analysis of extracted soil solids.  相似文献

The southern Africa crisis represents the first widespread emergency in a region with a mature HIV/AIDS epidemic. It provides a steep learning curve for the international humanitarian system in understanding and responding to the complex interactions between the epidemic and the causes and the effects of this crisis. It also provoked much debate about the severity and causes of this emergency, and the appropriateness of the response by the humanitarian community. The authors argue that the over-emphasis on food aid delivery occurred at the expense of other public health interventions, particularly preventative and curative health services. Health service needs were not sufficiently addressed despite the early recognition that ill-health related to HIV/AIDS was a major vulnerability factor. This neglect occurred because analytical frameworks were too narrowly focused on food security, and large-scale support to health service delivery was seen as a long-term developmental issue that could not easily be dealt with by short-term humanitarian action. Furthermore, there were insufficient countrywide data on acute malnutrition, mortality rates and performance of the public health system to make better-balanced evidence-based decisions. In this crisis, humanitarian organisations providing health services could not assume their traditional roles of short-term assistance in a limited geographical area until the governing authorities resume their responsibilities. However, relegating health service delivery as a long-term developmental issue is not acceptable. Improved multisectoral analytical frameworks that include a multidisciplinary team are needed to ensure all aspects of public health are dealt with in similar future emergencies. Humanitarian organisations must advocate for improved delivery and access to health services in this region. They can target limited geographical areas with high mortality and acute malnutrition rates to deliver their services. Finally, to address the underlying problem of the health sector gap, a long-term strategy to ensure improved and sustainable health sector performance can only be accomplished with truly adequate resources. This will require renewed efforts on part of governments, donors and the international community. Public health interventions, complementing those addressing food insecurity, were and are still needed to reduce the impact of the crisis, and to allow people to re-establish their livelihoods. These will increase the population's resilience to prevent or mitigate future disasters.  相似文献

Since the establishment, following World War II, of the World System, by which the affluent industrialized countries established various international assistance agencies (including the multilateral development banks, UN affiliates, and Bilaterals), these assistance agencies have invested very large sums in helping finance planning and construction of community sewerage and water supply facilities in the developing countries. However, much of this large investment has been ineffective and wasted, primarily because of the lack of understanding by the staff of the assistance agencies that the design criteria for the facilities must be modified to suit the socio-economic status of the developing country. The developing countries are relatively very poor in terms of available finances, hence cannot afford to emulate Western environmental standards and design practices, especially as related to operation and maintenance, hence much simpler approaches must be used. Experiences in several Asian countries are discussed, and a recommendation is made on how to go about resolving this problem.  相似文献

One of the main problems in using environmental cost-benefit analysis is deciding on the relevant population: whose benefits should we count? This is important since aggregate benefits depend on both per-person benefit and the number of beneficiaries. Yet this latter term is often hard to evaluate. Distance-decay functions are one way of addressing this problem. In this paper, we present estimates of distance-decay functions for a particular environmental improvement, namely a reduction in low flow problems on the River Mimram in Southern England. We do this both for users and non-users, in the context of a contingent valuation study of the benefits of improving low flow conditions. We test whether distance-decay effects for mean Willingness to Pay are stronger for a single environmental good (the River Mimram, in this case) than for a more inclusive set (here, all rivers in Thames region which suffer from low flow problems). Finally, we explore the impact on part-whole bias, in terms of the relationship between WTP for an individual site and WTP for a more inclusive group of sites, of allowing for distance-decay effects.  相似文献
